The FAA has not properly explained its justification for assigning 5.5 million hours of burden to the Pilot's Log. The appropriate regulation 14 CFR 61.51, appears to levy a much smaller burden. Furthermore, the FAA APPEARS TO BE USING VOLUNTARY LOGKEEPING AS REQUIRED DOCUMENTATION TO MEET OTHER FAA REQUIREMENTS, SUCH AS FLIGHT ENGINEER CERTIFICATION. IN RECOGNITION OF THE LENGTH OF TIME DURING WHICH THIS CLEARANCE REQUEST HAS BEEN PENDING, OMB IS GRANTING A SHORT-TERM CLEARANCE FOR THE PILOTS LOG. THE FAA MUST REVIEW THE PILOTS LOG REQUIREMENT AND SUBMIT TO OMB BY JUNE 30 A STUDY OF THIS REQUIREMENT. THE STUDY MUST CONTAIN AT A MINIMUM A LISTING AND DISCUSSION OF EACH FAA REGULATION THAT REQUIRES PILOTS LOGS, A LISTING AND DISCUSSION OF EACH FAA regulation that allows pilot's logs as supporting docmentation and A LISTING OF ALL PILOT CERTIFICATION REQUIREMENTS FOR SPECIFIC RATINGS (RATINGS MAY BE DISPLAYED IN CHART FORMAT). THE FAA MUST ANALYZE THE RATIONALE FOR THE PILOTS LOG AND CONSIDER AND DISCUSS ALTERNATIVE REQUIREMENTS THAT WOULD LESSEN THE PAPERWORK BURDEN.
