SECTION 509 OF P.L 95-87 REQUIRES ALL APPLICANTS TO FILE A BOND WITH THE REGULATORY AUTHORITY PRIOR TO A PERMIT BEING ISSUED. THE INFORMATION IS USED BY THE REGULATORY AUTHORITY IN DETERMINING WHETHER SUFFICIENT FUNDS ARE AVAILABLE FOR THE RECLAMATION ACTIVITIES.
