GENDERAL ORDER 4 SPECIFIES METHODS AND PROCEDURES FOR PERSONS WISHING TO ENGAGE IN THE FREIGHT FORWARDING BUSINESS. THE GENERAL ORDER AND THE RELATED APPLICATION FORM, FMC-18, ARE USED TO DETERMINE WHETHER A PERSON IS FIT, WILLING AND ABLE TO PROPERLY CARRY ON THE BUSINESS OF FORWARDING.
