THESE RULES IMPLEMENT THOSE PROVISIONS OF THE SHIPPING ACT OF 1984 GOVERNING AGREEMENTS BY OR AMONG OCEAN COMMON CARRIERS ANDOTHER ENTITI SUBJECT TO FILING REQUIREMENTS OF THE ACT, AND ESTABLISH PROCEDURES FO THE ORDERLY AND EXPEDITIOUS REVIEW OF FILED AGREEMENTS IN ACCORDANCE WITH THE STATUTORY REQUIREMENTS.
