THE DEPARTMENT SHALL REVISE ITS HANDBOOKS TO CLEARLY INDICATE THAT THE FORMS ARE PROVIDED AS TECHINICA ASSISTANCE AND ARE NOT REQUIRED. IN ADDITION, THE FORMS SHOULD NOT DISPLAY A OMB CONTROL NUMBER SINCE THEY HAVE NOT BEEN APPROVED FOR USE A COPY OF THE REVISED HANDBOOK SHOULD BE PROVIDED TO OMB BY SEPTEMBER 1, 1985.
