FORM 3 IS REQUIRED BY THE THREE STATUTES IN ORDER TO PROVIDE INFORMATI TO ISSUERS AND THEIR STOCKHOLDERS WITH RESPECT TO TRANSACTIONS IN THE ISSUER'S SECURITIES BY OFFICERS, DIRECTORS AND TEN PERCENT SHAREHOLDER WHICH MAY BE VIOLATIVE OF THE INSIDER TRADING REGULATIONS SET FORTH IN THOSE STATUTES.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
