THE REGULATORY CHANGES AFFECTING THE NATURAL GAS PIPELINE INDUSTRY IN PARTIAL WELLHEAD DECONTROL) ARE NECESSARY TO ENSURE THAT THE NATURAL GAS MARKETS ARE VIABLY AND SUFFICIENTLY COMPETITIVE SO THAT CONSUMERS ARE PROVIDED NATURAL GAS AT THE LOWEST REASONABLE RATES CONSISTENT WIT RELIABLE, LONG-TERM SERVICE.
