EPA needs to amend the regulations to replace quarterly excess emissions reports with semiannul reports. Effective 1/30/89 - OMB approves this ICR 6 months only in order in order to provide time for EPA to answer the following questions. 1. Why is it necessary to compute a conversion factor 3 times daily? 2. What is the cost and burden of the emissions monitoring requirements? (This should have been included in the burden estimate.) 3. Why does EPA require excess emissions reports every 3 months? EPA has studied this issue, but has not proived adequate justification for this frequency.

OWNERS/OPERATORS MUST NOTIFY EPA OF CONSTRUCTION MODIFICATIONS, STARUPS, SHUTDOWNS, MALFUNCTIONS, DATE AND RESULTS OF INITIAL PERFORMANCE TESTS. OWNERS/OPERATORS SHALL INSTALL, CALIBRATE AND MAINTAIN A CONTINUOUS EMISSIONS MONITOR FOR S02, RECORD OPERATING PARAMETERS, INCLUDING CALCULATION OF CONVERSION FACTORS.
