THE INFORMATION IS NECESSARY TO EVALUATE PERMI APPLICATIONS TO CONDUCT PRELEASE EXPLORATION OFFSHORE AND TO MONITOR ACTIVITIES OF SCIENTIFIC EXPLORATION CONDUCTED UNDER NOTICES TO ENSURE THERE IS NO ENIVRONMENTAL DEGRADATION, PERSONNEL HARM, DAMAGE TO HISTORICAL OR CULTURAL SITES, OR INTERFERENCE WITH OTHER USES.
