Abstract:
PROPOSED 10 CFR 40.47(E) PERMITS THAT IN THE EVENT STATE AND/OR LOCAL GOVERNMENTS FAIL TO COOPERATE WITH AN APPLICANT FOR A NUCLEAR POWER REACTOR OPERATING LICENSE IN THE DEVELOPMENT AND IMPLEMENTATION OF OFFSITE EMEGENCY PLANS, THE APPLICANT MAY SUBMIT TO THE NRC PLANS TO COMPENSATE FOR THE LACK OF COOPERATION.
