In accordance with the paperwork reduction act (PRA) and 5 CFR 1320, OMB can not approve the addition of the onboard reporting requirements to the existing federal vehicle inspection program. Given the status of the associated rulemaking, OMB finds that it would be premature to approve the collections for the onboard requirement at this time. Questions have been raised regarding the safety of the proposed refueling control requirement. These questions will be addressed in a reproposal and they must be resolved before the onboard reporting requirements can be approved. Other concerns regarding the onboard requirement include its estimated cost, its lifetime fuel economy credit, and its appropriateness given that the Stage II alternative is more cost effective. Therefore, the practical utility of this reporting requirment has not been adequately demonstrated. In addition, at the time of promulgation, EPA should submit a table showing the CFR cites and burden hours associated with each requirement included with this ICR.

Abstract:
THE CONTROL OF VEHICLE REFULELING EMISSIONS IS NECESSARY TO HELP ATTAI AND MAINTAIN THE NATIONAL AMBIENT AIR QUALITY STANDARD FOR OZONE, WHIC IS NOW BEING VIOLATED IN MANY AREAS OF THE COUNTRY. THE INFORMATION COLLECTED FROM GASOLINE-FUELED VEHICLE MANUFACTURERS WILL BE USED BY THE EPA TO DETERMINE COMPLIANCE WITH THE FEDERAL REFUELING EMISSION STANDARD.
