38 U.S.C. 310, 331 AND 521 PROVIDE THAT COMPENSATION AND PENSION BENEFITS CANNOT BE PAID AS A RESULT OF THE VETERANS WILLFUL MISCONDUCT THIS FORM SECURES SUCH EVIDENCE IN ACCIDENTS.
