The practical utility of Spill Prevention Control and Countermeasure (SPCC) Plans lies in their ability to prevent and mitigate oil spills at non-transportation related (NTR) facilities. EPA has not adequately demonstrated that SPCC Plans decrease the number or volume of NTR spills. This can be accomplished by comparing spill trends before and after 1975 at NTR facilities covered by SPCC Plans and NTR facilities not covered by SPCC Plans. Spill trends should include the frequency and volume of releases. Data for this analysis should be readily available (see "Evaluation of the EPA National Oil Spill Prevention Control and Countermeasures Program," July 20, 1981). Other analyses, such as the comparison of spill trends for NTR facilities versus transportation related facilities may also be helpful. This ICR is approved through April 1989. EPA should complete the analyses outlined above within this time period.
