Terms of Clearance:
This ICR is primarily a Program Change increase not an adjustment as characterized on the SF-83. The downward adjustment of 26,405 results from changes in number of respondants and burden estimates for the consolidated ICRs. The burden estimates for the recordkeeping and reporting are poorly supported. EPA should conduct a survey to better estimate this burden However, a separate clearance of this survey will be necessary. At th same time, EPA shall carefully consider various ways of reducing burde to respondants. Thus, the ICR is cleared for only two years pending completion of this work. The appendices to the ICR were invaluable in tracking the consolidatio process and should be added to future ICR consolidations. Also, EPA should revise section 8 since 24-hour reporting is inconsistant with OMB guidelines (5CFR1320.6). Finally, EPA should be more timely in its renewals since many of the clearances for these ICRs have alrea expired.
