Terms of Clearance:
We have once again extended approval of this series of information collections through August 1989, on the condition that the agency complete a proposed rule on these requirements by May 1988 and a final rule by July 1989. In our paperwork approvals dated October 1, 1985, and August 14, 1986, we have previously stated concerns that these requirements do not meet the criteria of the Paperwork Reduction Act. In our approval in 1986, the agency agreed to complete rulemaking by March 1988 to review and eliminate these requirements if appropriate. Yet the agency has not yet issued a proposal, nor has it submitted any new information that would justify continued approval. In the most recent ICB, the agency committed to a May 1988 publication date for the proposal. Hence, we have decided not to disapprove these requirements at this time, but, pursuant to 5 CFR 1320.14 (f) and (g), to approve, contingent on the agency proceeding with a rulemaking according to the above schedule.
