T FEDERAL POWER AND THE DEPARTMENT OF ENERGY ORGANIZATION ACTS REQUIRE EACH UTILITY WHICH HAS SALES FOR RESALE OR TRANSMISSION IN INTERSTATE COMMERCE TO FILE RATE SCHEDULES FOR SUCH TRANSACTIONS WITH FERC. THE D.C. CIRCUIT COURT HAS REMANDED AND VACATED PORTIONS OF COMMISSION ORD 298 WHICH ACTION HAS PROMPTED THIS FINAL RULE.
