Terms of Clearance:
This ICR associated with the Discharge Monitoring Report is approved until June 1991 as requested by EPA. EPA as a condition of clearance will continue to work on examining ways to reduce burden including: (1) risk-based monitoring (risk of contaminant and risk to designat use or water quality) and (2) probability of exceeding permit limits (good compliance record or seasonal variation). EPA shall seriously consider updating its permitting guidance to advise permitting authorities of their flexibility by outlining opportunities for monitoring reductions without jeopardizing complianc with the Clean Water Act based in part on notable examples and experience. EPA shall summarize all efforts it has undertaken in the next three years to reduce unnecessary monitoring and reporting burden The program change in this ICR is associated with the new requirements of the Water Quality Act of 1987 especially toxics monitoring.

Abstract:
ANY FACILITY DISCHARGING WASTEWATER MUST OBTAIN A PERMIT, PERIODICALLY MONITOR ITS DISCHARGES, AND REPORT TO EPA OR THE STATE PERMITTING AUTHORITY. EPA AND THE STATES USE THE DATA PRIMARILY TO ASSESS COMPLIANCE WITH PERMIT CONDITIONS, ALTHOUGH IT MAY ALSO BE USED FOR OTHER PURPOSES.
