The increase in this collection is disapproved because MMS has not fully demonstrated the practical utility of the extra burden, as required by 5 CFR 1320.4. In particular, MMS should submit the results of their study on the effectiveness of the quality assurance program required by 30 CFR 250.126. In addition, MMS should reevaluate their burden estimate of the time involved to comply with 30 CFR 250.126, pursuant to a comment received (will be sent under separate cover).
