THIS INFORMATION IS NECESSARY FOR THE GOVERNMENT TO EVALUATE PERMIT APPLICATIONS AND PROSPECTING PLANS AND TO MONITOR ACTIVITIES CONDUCTED PURSUANT TO THE PERMITS.
