OWNERS AND OPERATO OF NONMETALLIC MINERAL PROCESSING PLANTS MUST NOTIFY EPA OF CONSTRUCTION, STARTUP, SHUTDOWN, MALFUNCTION, AND MODIFICATION OF THE PLANT.
