OWNERS AND OPERATO OF COAL PREPARATION PLANTS, MUST NOTIFY EPA OF CONSTRUCTION, STARTUP, SHUTDOWN, MALFUNCTION, AND MODIFICATION OF THE PLANT. OWNERS AND OPERATORS MUST ALSO REPORT PERFORMANCE TEST RESULTS AND RECORD THE OCCURRENCE AND DURATION OF ANY STARTUP, SHUTDOWN, OR MALFUNCTION IN TH OPERATION OF THE FACILITY.
