During the clearance period EPA should continue to investigate ways to reduce the burden of this collection. This investigation should consider 1. eliminating this collection altogether (considering EPA's broad authority to enforce emission standards in-use. 2. eliminating the LDV and LDT audit information requirements. 3. eliminating the HDE projected sales and audit information requirements.

Abstract:
EPA USES MANUFACTURERS' ASSEMBLY-LINE EMISSIONS DATA AND PROJECTED SAL TO SELECT ENGINE CLASSES TO BE TESTED DURING SELECTIVE ENFORCEMENT AUDITS (SEA'S). INFORMATION OBTAINED VIA SEA'S ENABLES EPA TO DETERMINE EMISSIONS CONFORMITY OF NEW LIGHT-DUTY VEHICLES, LIGHT-DUTY TRUCKS AND HEAVY-DUTY ENGINES. SEA'S ARE CONDUCTED THROUGHOUT EACH MODEL YEAR.
