Abstract:
THIS SUPPLEMENTAL COVERS RM88-14-001. THIS IS A FINAL RULE WHICH WOULD ISSUE PERMANENT BLANKET CERTIFICATES TO ALL INTERSTATE PIPELINES AUTHORIZED TO CONSTRUCT OR OPERATE FACILITIES ON OR ACROSS THE OUTER CONTINENTAL SHELF (OCS). THE CERTIFICATE AUTHORIZES THE TRANSPORTATION OF NATURAL GAS ON BEHALF OF OTHERS ON AN OPEN AND NONDISCRIMINATORY BASIS.
