7 PRODUCERS MUST RECORD SPILLS. 5 COMPANIES WHO TRANSFORM CONTROLLED SUBSTANCES MUST REPORT TRANSFORMATION. 4 COMPANIES WHO WANT TO TRADE PRODUCTION TO FOREIGN COMPANIES MUST REPORT TRADE. COMPANIES WILL REPORT WHENEVER THESE ACTIVITIES OCCUR (4 TIMES A YEAR). THE AGENCY WILL USE THIS INFORMATION TO MONITOR U.S. COMPLIANCE WITH THE MONTREAL PROTOCOL.
