OMB approves the use of these forms with one exception. OMB does not approve the addition of a mandatory question on race/ethnic origin to the PHS 2271. NIH has not demonstrated that it has considered other alternatives for the reporting of this information. Therefore, NIH cannot conclude that the addition of this question in this manner is the only feasible approach for collecting this data. OMB suggests that NIH explore other alternatives for collecting this information, namely asking institutions to report such information in the aggregate and/or making such a question optional, before concluding that it is necessary to add a mandatory race/ethnic question on a form completed by an individual and forwarded to NIH. In its next submission, NIH should carefully analyze what options are available and, where appopriate, include experiences with similar questions on other forms. **** Also, OMB understands that NIH is currently planning revisions to the forms for early 1991. As part of this review, NIH should address concerns shared by the public about the accuracy of the burden estimates associated with the forms. In addition, NIH should place all burden estimate statements at the beginning of its instructions and/or forms.
