THESE REPORTING AND RECORDKEEPING REQUIREMENTS ARE NECESSARY TO ENABLE THE COAST GUARD TO FUFLFILL ITS RESPONSIBILITIES FOR MARINE SAFETY UND TITLE 46, U.S. CODE. IT IS USED SOLELY FOR THIS PURPOSE. THE AFFECTED PUBLIC CONSISTS OF OWNERS, OPERATORS, MASTERS AND AGENTS OF COMMERCIAL VESSELS.
