Pursuant to OMB regulations at 5 CFR 1320 and the Paperwork Reduction Act, this collection of Information is approved for three years. When this collection is resubmitted for OMB review,EPA should justify fully the requirement for COMs. This justification should compair the emission control and enforcement benefits of the COM data with the cost and burden requirements of operating the COM. EPA should also investigate whether it would be more appropriate to establish a different cutoff for the COM requirements. ' This approval is for the burden associated with the first year of this collection. EPA should submit Inventory Correction Worksheets to correct the burden for the second and third years of this approval.

OWNERS/OPERATORS OF OIL- AND COAL-FIRED STEAM GENERATING UNITS WITH HE INPUT CAPACITIES OF 10 TO 100 MILLION BTU/HOUR MUST MONITOR S02 EMISSIONS AND SUBMIT QUARTERLY COMPLIANCE REPORTS. MONITORING TECHNIQU VARY BY FUEL TYPE OF UNIT SIZE. MONITORING OR OPACITY AND SUBMISSION OF QUARTERLY EXCESS EMISSIONS REPORTS ARE REQUIRED FOR COAL-, WOOD-, AND RESIDUAL OIL-FIRED UNITS GREATER THAN 30 MILLION BTU/HOUR HEAT INPUT CAPACITY.
