THIS RULE ESTABLISHES PROCEDURES AND CONDITIONS FOR THE ISSUANCE OF LICENSES WHICH PERMIT THE IMPORTATION OF SUGAR EXEMPT FROM THE QUOTAS ON SUGAR, SYRUPS, AND MOLASSES AS MODIFIED BY PRESIDENTIAL PROCLAMATION 6179 OF 09/13/90. AS AMENDED.
