SHIPPERS OF EXPLOSIVES IN FREIGHT CONTAINERS WOULD BE REQUIRED TO CERTIFY ON THE SHIPPING DOCUMENTATION THAT THE CONTAINER MEETS THE "STRUCTURAL SERVICEABILITY"CONDITIONS OF PROPOSED 49 CFR 176.172. THE STATEMENT ASSURES THAT THE CONTAINER IS SUITABLE FOR THE CARRIAGE OF EXPLOSIVES.
