THESE RULES IMPLEMENT THOSE PROVISIONS OF THE SHIPPING ACT OF 1984 GOVERNING AGREEMENTS BY OR AMONG OCEAN COMMON CARRIERS AND THOSE ENTITIES SUBJECT TO FILING REQUIREMENTS OF THE ACT, AND ESTABLISH PROCEDURES FOR THE ORDERLY AND EXPEDITIOUS REVIEW OF FILED AGREEMENTS IN ACCORDANCE WITH THE STATUTORY REQUIREMENTS.
