RESPONDENTS ARE APPLICANTS FOR AND HOLDERS OF SCIENTIFIC RESEARCH PUBLIC DISPLAY PERMITS. THE MMPA AND ESA PROHIBIT THE TAKING OF MARIN MAMMALS WITH CERTIAN EXCEPTIONS.
