THIS RULE WOULD REQUIRE REFRIGERANT RECLAIMERS AND PERSONS SERVICING OR DISPOSING OF APPLIANCES TO CERTIFY ONCE TO EPA THAT THEY ARE COMPLYING WITH THE RULE'S REQUIREMENTS. EQUIPMENT TESTING ORGANIZATIO WOULD HAVE TO APPLY ONCE TO EPA TO BE APPROVED. EACH YEAR, EQUIPMENT TESTING ORGANIZATIONS WOULD BE REQUIRED TO SUBMIT A LIST OF APPROVED EQUIPMENT TO EPA, AND RECLAIMERS WOULD BE REQUIRED TO REPORT THE
