IN THE COMMISSION'S RULE REQUIRING DISPOSABLE AND NOVELTY CIGARETTE LIGHTERS TO BE CHILD-RESISTANT, MANUFACTURERS AND IMPORTERS ARE REQUIRED TO TEST SIGNAL-PRODUCING LIGHTERS WITHOUT FUEL, MAKE A SPECIFICATION FOR SUCH LIGHTERS, TEST PRODUCTION LIGHTERS, COMPARE PRODUCTION TESTS TO THE SPECIFICATION, AND REPORT CERTAIN INFORMATION.
