This Information Collection is approved under 5 CFR 1320 through October 31, 1995. This ICR is NOT approved, however, on an EMERGENCY basis, as requested by EPA. EPA has not demonstrated that "public harm will result if normal clearance procedures are followed, or that an unanticipated event has occured which will prevent the collection of information or cause a statutory or judicial deadline to be missed if normal procedures are followed."
