Abstract:
THE FISHERY MANAGEMENT COUNCILS AND NMFS (NER) AGREE THAT MANDATORY REPORTING BY VESSELS IS NECESSARY TO ENFORCE AND MONITOR MANAGEMENT MEASURES INTENDED TO ELIMATE OVERFISHING. THIS SUBMISSION CONTAINS A REPORTING REQUIREMENT FOR THE NORTHEAST MULTISPECIES FISHERY.
