Not approved. Comments on the Information Collection Requirements contained in Proposed Amendments to the Commission's Appliance Labelin Rule (16 CFR Part 305). Several comments submitted to the Docket and to OMB should be taken into account in the final rule. (1) Three commentors stated that the burden of the collection was underestimated The staff estimate of 250 hours (5 hours each for 50 manufacturers) compares with an estimate of three major manufacturers (GE, Sylvania and Phillips) of 198 hours. (2) Sylvania suggested Commission coordination of this information collection with the Department of Energy, stating that: "We expect the reporting of identical information for efficiency certification of electric lamp products ... and that the Commission should "consider a reporting procedure jointly with DOE." Before taking action on the information collection requirements in a final rule, OMB would appreciate Commission staff responses to the public comments received on the information collectio requirements in the proposed rule.

THE ADMENDMENT ADDS THREE CATEGORIES OF LAMP PRODUCTS (GENERAL SERVICE FLUORESCENT LAMPS, MEDIUM BASE COMPACT FLUORESCENT LAMPS, AND GENERAL SERVICE INCANDESCENT LAMPS) TO THE LIST OF COVERED PRODUCTS UNDER THE APPLIANCE LABELING RULE. THE MANUFACTURERS OF THESE PRODUCTS MUST MAINTAIN RECORDS THAT SUBSTANTIATE THE DISCLOSURE OF ESTIMATED ANNUAL ENERGY COST.
