NONCONFORMANCE PENALTIES (NCP'S) ALLOW A MANUFACTURER TO INTRODUCE INT COMMERCE HEAVY-DUTY ENGINES OR HEAVY-DUTY VEHICLES, INCLUDING LIGHT-DUTY TRUCKS, WHICH FAIL TO CONFORM WITH CERTAIN EMISSION STANDAR UPON PAYMENT OF A MONETARY PENALTY.
