THE REGULATION PROMULGATES THE POLICIES AND PROCEDURES FOR GATHERING CREDIT AND FINANCIAL INFORMATION, ANALYZING CREDIT NEEDS, AND REFERRING BORROWERS FOR GRADUATION TO OTHER CREDIT SOURCES.
