This collection represents the implementation of the FCC's Third Report and Order on Streamlined Depreciation Filings for large local exchange carriers. Although the FCC estimated that the total burden associated with this collection would be 67,500 hours (a reduction of 51,500 hours), this reduction is based on the assumption that all 12 filers will use the ranges allowed by Commission. Since this request is the second, and final, stage of implementing the mechanics of streamlined filing, it is premature to show an immediate reduction in this collection's burden. Several commentors to the FCC rulemaking, while endorsing the concepts embodied by the streamlined filing procedings, question the ranges chosen by the Commission. Therefore, a burden of 90,000 hours will be assigned to this collection. This figure represents the FCC's estimates of the reductions achieved by implementing the first stage of the streamlining process. Based on the number of respondents that chose to use the ranges contained in the second stage, the FCC can submit an Inventory Correction Worksheet to request a reduction in burden hours. The FCC has requested an expedited review in order to allow filers to meet the Commission's July 1, 1995 filing deadline for 1995 depreciation rates.

Abstract:
Dominant communication carriers with annual operating revenues of $100 million or more are required to file information showing proposed changes to their depreciation rates schedules pursuant to 47 CFR section 43.43. The information filed is used by the Commission to establish the proper depreciation rates to be charged by the carriers.
