Approved as amended by DOL's memoranda to OMB of 9/8/95, 9/11/95, 9/13/95, 9/21/95, and 9/28/95. Approval of this initial year through 12/96 will allow completion of this data collection and associated data validation study (see below), and make any revisions prior to a next round of data collection. In addition, DOL has agreed to meet the following conditions: -- Approval is conditional on DOL refining and implementing a validation study that will assess the reliability and utlity of these data as indicators of employer health and safety. This statistically valid study will include a random subsample of employer respondents, of sufficient size to determine results with a reasonable level of precision. The study will involve site visits to employers; comparison of employer-reported data with other available data sources including OSHA IMIS, industry data, and workers' compensation data; and a component that compares data from employers who receive carbon copy forms to send back to both OSHA and BLS with data from employers who only send back to OSHA. DOL shall provide a plan for this validation study for OMB review as an addendum to this clearance package as soon as possible, but no later than December 1995; the plan will include the expected design, study questions, sample size, and estimated costs. Agreement on a reliable validation study design prior to data collection for the initial year is necessary to ensure that the data will have practical utility for DOL.

Abstract:
To mee many of OSHA's program needs, OSHA is proposing to develop a system to collect occupational injury and acute illness data from establishments in portions of the private sector. OSHA will collect data from 100,000 employers with more than 50 employees in selected high hazard industries. Successful implementation of the data initiative is critical to OSHA's reinvention efforts and the data requirements under Government Performance and Results Act (GPRA).
