Approved as amended by ED's memoranda to OMB of 7/3/96, 7/25/96, 7/26/96, and 8/2/96. ED has agreed to meet the following conditions: -- ED shall cease collecting information about sub-degree programs from schools offering an AA or above after this round of recertifications is complete in July 1997, unless ED demonstrates convincingly why such information must continue to be collected and maximizes usefulness with minimal burden. -- ED will complete and make available for schools a smart disk version of the application by October 1. ED will make an on-line application available for schools for the first cohort after July 1997. ED will provide OMB with status reports on each of these products prior to implementation, as well as on electronic transfer if the information into PEPS. -- ED shall propose, as soon as possible and in time for final rulemaking by 12/1/96, rules that currently require institutional eligiblity to lapse upon change of ownership while at the same time not permitting reapplication until after the ownership has changed. This regulatory scheme does not maximize utlity under the PRA because it necessitates a lapse in eligibility even where ownership changes are made for legitimiate business reasons. ED shall report to OMB on this no later than August 16. -- ED will eliminate the separate application for Direct Lending (OMB #1840-0664) as soon as possible and no later than July 1997, to prevent duplication with this form.

The Higher Education Act of 1996, as amended, requires postsecondary institutions to complete and submit this application as a condition of eligibilty for any of the Title IV student financial assistance programs and for the other postsecondary programs authorized by the HEA.
