Terms of Clearance:
Approved as amended by ED's memorandum to OMB of 9/10/97. In addition, ED has agreed to meet the following conditions: This Grantee Reporting Form replaces the Rehabilitation Services Administration Training Payback Reporting Form that is currently a part of a separate clearance package (OMB# 1820-0018). Thus, when ED resubmits 1820-0018 for clearance, the Rehabilitation Services Administration Training Payback Reporting Form will be removed from the package; ED will in the next submission of this package (1820-0617) consider the use of RSA staff resources in calculating the cost of this collection to respondents; ED will employ methods for increasing the electronic response rate for this form and will report on progress in this area in the next clearance request; ED will continue to ensure that none of the information requested in the grantee reporting form is duplicated in the Grantee Performance Report; ED will in the next submission consider small colleges and universities as small entities when assessing the impact on small entities. Furthermore, in order to improve utility prior to distribution: ED will eliminate the "Place of Employment" category; ED will change the instruction for the "Acceptable Place of Employment" category to "Report the acceptable place of employment as a State agency, non-profit service provider, or practice group, etc. If place of employment is not acceptable, e.g. the location does not meet payback requirements, then enter N/A."; ED will eliminate the "Date Work Must Be Completed" category; ED will include the "Date Work Must Begin" category; ED, when referring respondent to a regulation or manual in this form, will cite to the specific regulation or manual; ED will fix the instructions on page 3 of the form so that they no longer run off the page.

Abstract:
RSA training grants provide stipends to "RSA Scholars" in order to train skilled rehabilitation personnel. Grantees are required to "track" scholars relative to the "payback" provision in the Rehabilitation Act. Data collection is reported annually to RSA in order to monitor performance and report progress to Congress.
