Approved as amended by DOL's memos and revisions submitted to OMB on 2/2/98, 2/11/98, 2/12/98, and 2/20/98. In addition, DOL agrees to the following conditions: 1) DOL will continue its work with HHS to develop and implement a single Welfare to Work data collection strategy. Consistent with the progress that the two departments have made to date, the final Welfare to Work data collection strategy shall incorporate the following principles: a) The overarching purpose of the strategy will be to guage Welfare to Work's effectiveness; b) To the greatest extent possible, the collection of quarterly program and financial data for both competitive and formula grantees shall be comprehensive, complimentary, not duplicative, and minimally burdensome; c) This collection strategy will be implemented as soon as possible; d) The strategy will look to coordinate any information management system issues that may exist for the grantees in their reporting requirements within WtW and with TANF generally; e) The strategy will make a systematic link between the quarterly data reporting requirements for both TANF and WtW and the Welfare to Work Evaluation which is to be developed and implemented by HHS pursuant to P.L. 105-33. 2) When DOL resubmits this approval request under a regular clearance process, DOL will report to OMB on the two Departments' progress of implementing this strategy. To the extent that this strategy results in aggregable program data that mirrors the data collected in Section IV, "Federal Participant Summary," the section may become unnecessary for future versions of this form.

Abstract:
This request for emergency clearance of the WtW Formula and Competitive Cumulative Quarterly Status Report formats is necessary so that the Department may collect financial data from the States and other grant recipients on a quarterly basis. The information will provide a means for the Secretary of Labor to manage and evaluate the program, as well as to develop a formula for measuring State performance to be utilized in determining and awarding bonuses to States. These performance bonuses are authorized under the Act in section 403(a)(5)(E).
