OMB recommends that the FCC examine the effectiveness of the requirements contained in this information collection in providing some form of accountability for telephone solicitations and other marketing services conducted via the public switched telecommunications network. Given the magnitude of the burden hours associated with this item, OMB believes a periodic review of the effect the regulations (including the recordkeeping requirements) have on advertisers should be reviewed and the requirements modified accordingly. FCC should provide the results of this review as part of its 2001 resubmission of this item.

Abstract:
Parts 64 and 68 of the Commission's rules contain procedures for avoiding unwanted telephone solicitations to residences and to regulate the use of automatic telephone dialing systems, artificial or prerecorded voice messages, and telephone facsimile machines. The Commission believes that the recordkeeping requirement is the best means of preventing unwanted telephone solicitations.
