Terms of Clearance:
This ICR is approved for a period of three years. OMB acknowledges and appreciates th agency's submission of a complete and informative package for this large and diverse monitoring program. OMB encourages the agency to address the following points in future submissions: (1) Costs in this ICR are amortized over a 10 year period. The final year in which amortized costs are assigned is 2008. The agency should continue to include these amortized costs in future requests to extend this information collection request (ICR). (2) As the result of delayed submission of this extension request to OMB, this ICR estimates costs for the years 1998, 1999, and 2000. Future ICR submissions should take care to represent costs associated with those years for which OMB approval is requested. (3) Before resubmitting this ICR for extension, the agency should take care to update burden and cost estimates taking into account regulatory or program implementation changes, such as recent changes in the Pollutant Standard Index Program, now called the Air Quality Index Program. (4) The resubmission should also contain in the supporting statement a clear explanation of wage estimates used and their derivation from the EPA document entitled "Guidance for Estimating Ambient Air Monitoring Costs for Pollutants and Selected Air Toxic Pollutants".
