PHAs, tribes, THDEs, and Intermediary Resident Organizations (IROs), if eligible, will submit applications to HUD for ROSS funding categories: Resident Management/Business Development, Capacity Building and/or Conflict Resolution, Resident Service Delivery Models, and Service Coordinators.
