Summary of changes that are being proposed: Forage Production - allow optional units, allow year-around coverage in some counties in California, allow direct marketing, etc. Forage seeding - allow replanting payment in California in specific instances, allow increased replanting payments if specified in the special provisions, added cancellation and termination dates for California and South Dakota, etc.
