Data is needed to determine whether to allow an incidental taking of marine mammals incidental to specified activities (other than commercial fishing) and to monitor any authorized taking. The affected public is any U.S. Citizen (including corporations organized under the laws of the United States and governmental units controlled by American Citizens) that incidentally takes marine mammals.
