Terms of Clearance:
Approved as amended by NSF memos dated 10/24/01, 10/30/01, and 11/5/01. In addition, NSF agrees to the following terms of clearance given in 1998: (1) To clarify the process for clearing individual packages under this generic clearance-- (a) With this action OMB approves the overall generic process as well as the individual tasks submitted to OMB (and determined to be "monitoring" projects, not program evaluations) as attachments to this generic package for three years. The individual tasks included as attachments and determined to be covered by the generic clearance are: Attach. A, ESR; Attach. B, CTEP; Attach. C, CSEMS; Attach. D, GRT; Attach. E, IGERT; Attach F, LSAMP; Attach. G, REC PI; Attach. I, CCLI; Attach. N, CREST; and Attach. O, G-K12. (b) All other individual tasks associated with this generic must be submitted to OMB for clearance prior to implementation. If approved these individual approvals will expire, at the latest, when this generic expires in 11/2004. (c) When NSF seeks to add additional tasks to 3145-0136 other than those previously mentioned (or wants to change those tasks previously mentioned), the additional request will be accompanied by an 83-C burden change sheet so that the appropriate burden total for the generic clearance can be changed accordingly. Further, each additional request shall contain a cover memo which describes why the specific task is appropriate to include in the generic. Given the updated cross-walk that was provided by NSF on 11/6, the memo should contain a similar crosswalk that details how the new questions fit into the 3 categories given. (d) Consistent with past procedures under this generic clearance, submission of individual tasks are done informally (i.e. sent directly to the desk officer rather than to the docket library) and OMB will attempt to complete the review expeditiously. In addition to the terms of clearance for 9/98, NSF has agreed to consider this clearance to encompass only "monitoring" surveys, and no program evaluations will be completed under this generic clearance. Evaluations will need to go through a full clearance review under the PRA. All monitoring studies must conform to the 3-category configuration explained in the memo of 10/24.
