The Census Bureau is not permitted to use the ACS frame for follow-up studies until an approach has been agreed upon with OMB. If and when follow-up studies are conducted, Census shall submit to OMB by Dec 31 each year a report describing the studies conducted including total number of respondents, methods used, and final response rates. Concurrent with or soon after the release of annual ACS data, Census shall brief OMB on the status of the program including response rates by mode; nonresponse follow-up activities; number of Rs under 18; analysis of coverage by specific population groups; assessment of survey participation of language isolated respondents; number of Congr. refusals and other written requests to stop contacting househds; progress on MAF updating; status of collecting GQ data; ACS data products produced/planned; status of evalations; assessment of ACS data quality. By 12/31/2004, Census shall provide OMB the following information: plans to offer electronic reporting options; plans to collect 2010 long form data from Island Areas; plans to reformat the ACS to reduce length; plans to revise and reorder items for 2006 and 2008 (especially reordering ancestry and language to come before education); plans to use ACS estimates in the population estimates program. Cover letter to respondents should reflect Director of Census. Approval is granted to not display expiration date.
